New land-use registration model to be piloted
17-07-2012The scheme is designed to develop a model for land-use registration using a one-door mechanism to simplify the registration procedures and resolve problems faced by the current registration system.
Provinces will have registrar’s offices that will be upgraded from the existing ones of cities, towns and districts.
Le Viet Hung, director of the Department of Natural Resources and Environment of Dong Nai Province, said the one-door registration mechanism would facilitate the management of official land records and database.
This new model will not lead to the current registration system being messed up as procedures are still as usual. Offices will receive registrations from people and send them to districts for evaluation. The governments of districts will then approve the registrations.
According to Hung, with this model, people can save time and apply for the land-use registration at the nearest offices.
For instance, a person who owns a piece of land in Long Thanh District but lives in Bien Hoa City can register for land-use rights in Bien Hoa.
This model enables the authorities at higher levels to monitor the operations of registrar’s offices, thus boosting the registration process.
Hung said the government of Dong Nai Province would approve the scheme this week, and new registrar’s offices would go into operation next month.
